DIRECTOR, CENTRAL COAST AND HUNTER

Department of Planning, Housing and Infrastructure (2019–2024)

  • Reduced average rezoning time frame from 1,200 to 350 days.

  • Resolved 40 historical rezonings, removing 53,000 assessment days.

  • Delivered 2 regional plans that raised density standards, applied 15-minute neighbourhoods, and set new post-mining land uses.

  • Rezoned 5,000 homes for a land council and state-owned corporation.

DIRECTOR, STRATEGIC PLANNING

Department of Planning and Environment (2016–2019)

  • Won the Planning Institute award for delivering 8 regional plans.

  • Delivered a planning framework unlocking $600 million of development.

  • Delivered new ministerial directions for Landcom.

DIRECTOR, SYDNEY COORDINATION

  • Appointed recovery coordinator following natural disaster declaration involving multiple recovery committees.

Public Sector Career

​DELIVERING REGIONAL PLANS ACROSS NSW

Delivered 11 strategic land use plans under the Environmental Planning and Assessment Act 1979 and approved by Cabinet

.

  • Delivered regional plans for Hunter, Central Coast, North Coast, Central West and Orana, Riverina, New England North West, Far West and South East and Tablelands.

  • Delivered the first ever Greater Newcastle Metropolitan Plan that was also adopted by five Mayors.

DELIVERING NEW PLANNING FRAMEWORKS

Delivered reforms to the rezoning and statutory approvals processes to expedite on-the-ground outcomes.

 

  • Delivered new planning framework for Gosford City Centre that unlocked $600m of investment and raised urban design outcomes.

  • Piloted Gateway delegation protocol with local government to speed up the rezoning process and reduced department staff resourcing.

  • Delivered state-led rezoning unlocking 2,000 new homes at North Tuncurry for state-led developer Landcom.

  • Delivered new Landcom strategic plan for Minister following demerger of Urban Growth NSW.

  • Delivered state-led rezoning unlocking 3,000 new homes for Darkinjung Local Aboriginal Land Council.
     

LEADING WHOLE-OF-GOVERNMENT PROGRAMS

Building strong networks across organisations to lead outcomes for government.

  • Formed and chair urban development program committees to audit
    and sequence 480 growth areas across agencies, local government
    and development industry.

Prometheus Projects

PUBLIC SECTOR STRATEGIC PLANNING FRAMEWORKS

Bring extensive strategic planning experience to enable governments to deliver outcomes and effectively engage communities.

​

  • Secured $1.9m Common wealth grant and assembled a seven-firm consortium to deliver LSPS, Local Housing, Rural Lands, Infrastructure Prioritisation and a Structure Plan concurrently for Dungog Shire Council.

  • Led Plan of Management for Crown Land after placed into administration by the Minister following divided community views on the future of Yarrie Lake, Narrabri.

  • Advised Lithgow City Council to negotiate two voluntary planning agreements for major brownfield renewals.

PROPONENT STRATEGIC ADVISORY SERVICES

Provide high-impact planning and advocacy advice that turned refusals into approvals and accelerating complex projects.

​

  • Led development approval for $10m renovation into a two storey residential dwelling in rural Wingecaribbee.

  • Reversed “recommended refusal” and secured Local Planning Panel approval for a mixed-use scheme via an evidence-led submission.

  • Peer review changed a “Not Proceed” Gateway decision to an Independent Planning Commission “Proceed”, unlocking higherdensity, flood-resilient development on the Central Coast.

  • Partnered with the business chamber to prepare an urban renewal plan for Wyong, strengthening its ability to advocate to council and government for the area’s future.

  • Prepared a Central Coast Residential Developer Guide for Business NSW, offering practical advice on development opportunities in key growth areas.
